Congress state president Bhupesh Baghel has posted a tape on his Twitter handle. In this tape IAS Rajesh Toppo has been caught asking a journalist to have a sting operation against Congress leader.
EC in his communique said that such a statement indicate partisan behaviour apart from the use of uncivilised language unbecoming of a senior civil servant.
